In 2000 Keene Housing was one of the first Public Housing Authorities (PHAs) in the country admitted into the U.S. Department of Housing and Urban Development’s (HUD) groundbreaking Moving to Work (MTW) Demonstration Program. MTW provides PHAs a broad set of waivers from many of HUD’s most burdensome regulations. This flexibility allows Keene Housing to design and test innovative housing programs and real estate development strategies specifically designed to meet the Monadnock Region’s unique housing needs.

MTW Plans & Reports

The Moving to Work Agreement is the contract between HUD and KH that describes our obligations and flexibilities as a Moving to Work PHA.

MTW Agreement

The purpose of the Annual Report is to demonstrate KH is meeting its obligations as enumerated in the Amended and Restated Moving to Work (MTW) Agreement with the US Department of Housing and Urban Development (HUD). KH accomplishes this by reporting the outcomes of each activity that KH has undertaken using the statutory waiver authority the Agreement grants us.
